Bear in mind that your character can't see guild titles/abbreviations.
You may be able to recognise someone from Kaldor or a Vesper guard because of a uniform for example. But otherwise, unless you already know them, everyone should be treated as friendly or at least neutral. Their actions will prove otherwise if that is the case!
