you've either got to give people a reason to want to be nice (i.e. some sort of reward scheme for being a good citizen, which would most likely never work anyway) or give them a reason to not want to be bad (i.e. actual punishment for crime). my assumption is that this is intended to make people better citizens.

stuff like this changes nothing, but gives the appearence of looking like someone is trying to do something.
