Too many multiplayer games with crap multiplayer modes is one thing, but Bioshock has the potential of being better ...

I'm thinking of multiplayer co-ops or player vs. monster kind of things. i.e. one player plays a little sister and the other a big daddy - you have to puzzle yourself through a level with the little sister opening doors, activating switches, etc. and the big daddy protects the little sister as a slow-lumbering tank, fighting off splicers who are trying to get ADAM or even other players ...

A further expansion could see splicer CTF and so forth, making use of the various splicer types (brawler, leadhead, houdini, pyro ...).

Alternatively a "Gangs of Rapture" setting in which one side plays for Ryan and the other for Fontaine, for instance ... and you have to solve tasks, etc. to capture points, sections of Rapture or even fight each other like Battlefield.

I agree that there are plenty of multiplayer games out there, most of them with crap MP and hardly any of them with co-op. My girlfriend and I have been trying to find MP co-op and basically find disappointment wherever we look - last time with Dark Messiah of Might and Magic which could have had a great MP co-op mode and ends up getting a crap CTF with swords.
