Garret was one of the best ever RPers to grace the community, but he was so because he played his character as near to perfect as possible. But I wouldn't consider him a legend in an IC sense. He was not a political figure and didn't have any influence beyond his close friends. I don't want to take anything away from him for that though! And I don't think he himself would think himself suitable for a list of legends.

I don't know who Damien Lumberton is..?

All the others I think I agree with, they all have lasted the ages and in their times (some still current) have had genuine political power.

It was many of those characters who influenced me when I played as I always enjoyed the political side of the game more than the day to day pub sitting.

I think there are many characters who have had political influences and IC positions of power for a time, but have been not had the impact to be remembered as well as legends. And I certainly think that should be considered when constructing this list.

But I think you've got it pretty much right there

I just thought I'd add a bit of a reminis about the old Order of the Codex which me and Peleus tried to bring about some years back. Working with GMs from all the knight guilds of the time we tried to bring them altogether. Much of that project was based around the idea of legendary knights and even though the project fell through we did manage to form the chivalric council, which ran for a while with a few of those legends sat at it. Those were great times.
