I'm in two minds. True there's that. But there's also the fact they knew they wouldn't have 6 cities full and ready for release, and they're trying to help with class selection.
I'd much rather awesome stuff now, and get awesome things in future expansions than having crap stuff now, and only looking forward to less content, more fixes in patches.
