it turns out that there is not enough energy on earth to produce a mini black hole as it requires such a high degree of electro magnetic strengh which can only be sustained in a particle accelerator 1000 light years long to keep the fermion particles aligned to create the impact. Also a mini black hole would have an event horizon so small an object would have to be closer than an atom to feel the gravitational pull of the vacuum. also due to the theory of Hawking Radiation it would be likey that the black hole would decay and evaporate almost instantly.
