As a Brotherhood, all Brethren are equal - in theory

The Turcopoles - have few duties, and are expected to spend their time of training towards Knighthood, carefully pondering upon whether the path of the Templar is truly the right step for them. In the history of KT, less than 1/3 of the Turcopoles ever made it to Sergent.

A Turcopole will always report to a Sergent Brother, if - there is a Sergent present, before talking with a Paladin

The Sergents/Sergent Brothers - enjoys most of the benefits from being a Templar. In the history of KT, less than 1/4 of the Sergent ever made it to Paladin, make no mistake about it, it is hard.

A Sergent will always report to a Knights Brother if - there is a Knights Brother present, before talking with an Officer

The Paladins/Knights Brothers - those with the Knight Templar and individual titles are full members of the Order. In the history of KT, less than 1/4 of the Paladins have shown interest in becoming an Officer.

A Knights Brother reports to his Lieutenant or Commander.

All Officers have undergone the same training, and will be able to help their younger Brethren with anything except title changes on the guildstone, which are done by the Grand Master (that's just the way a guildstone works in Ultima Online)
