No the AI does cheat, it has since Pro Evo 1, It's an annoying catchup feature were if you're ahead and its getting towards the end of the game, the CPU will start making up crappy calls like blowing for free kicks around the box after the opposition striker does a Drogba, or your striker always and continuously running offside

I don't have problems with offside. And, if you watch football, the games generally do tend to get alittle frenetic towards the end.
